The CICC issued a notice that further optimising bank account opening services, effectively solving the problems of “card opening” and small and micro enterprises, protecting the legal rights and interests of financial consumers. Notification requirements, when the bank account opening business, should be to the public service as the basic purpose, make full use of technical means, optimize the processing process, and continue to identify customers. Clear the responsibilities of various departments in the front and back office, take differentiated service measures, and implement account classification classification management. Reduce the need to provide customer proof materials, so that the data “run more”, the crowd “run less errands”.

Notification and requirements, fully consider the actual status of off-site workers, flexible employment personnel, college graduates and other groups, shall not “all” require additional residence permits, work proof, social security records ranging from three months to one year and real-name mobile phone number and other proof materials. For the purpose of opening an account with reasonable and no obvious reason to suspect opening an account engaged in illegal criminal activities of small and micro enterprises, the bank should be opened an account. In addition, we must not only refuse to open an account for small and micro enterprises on the grounds of small employees, the business owner's account is not local, the company operating address is the same as the personal address, the company has not yet opened, not enough funds in the bank, etc.

The notice also mentions that the account function, account opening time should not be linked to the customer's purchase of financial products or services. Banks shall collect personal information from consumers in accordance with legal, legitimate and necessary principles, and shall not use personal information beyond the scope of law, regulatory requirements and consumer authorization.
