國務院:明確五至十年內新型儲能、風電、太陽能發電裝機容量目標

According to the carbon peak action plan issued by the State Council before 2030, by 2025, the proportion of non-fossil energy consumption will reach about 20%, energy consumption per unit of GDP will be 13.5% lower than that of 2020, and carbon dioxide emissions per unit of GDP will be 18% lower than that of 2020, laying a solid foundation for achieving carbon peak. By 2030, the proportion of non-fossil energy consumption will reach about 25%, and carbon dioxide emissions per unit of GDP will be more than 65% lower than that in 2005, successfully achieving the carbon peak target by 2030.

In order to promote the diversified layout of photovoltaic power generation, the plan proposes to attach equal importance to land and sea, promote the coordinated and rapid development of wind power, improve the offshore wind power industry chain, and encourage the construction of offshore wind power bases. Actively develop solar photothermal power generation, promote the establishment of wind-solar-thermal comprehensive renewable energy power generation base with complementary regulation of photothermal power generation, photovoltaic power generation and wind power, and further improve the power consumption guarantee mechanism of renewable energy.

The plan is clear: by 2025, the installed capacity of the new type of energy storage will reach more than 30 million kilowatts. By 2030, the installed capacity of pumped storage power stations will reach about 120 million kilowatts, and the provincial power grid will basically have more than 5 per cent peak load response capacity.

The plan also proposes that it will give full play to the role of the national carbon emissions trading market, further improve the supporting system, and gradually expand the scope of the trading industry. We will build a national trading market for energy use rights, improve the paid use and trading system of energy use rights, and link up with the dual control system of energy consumption. We will comprehensively promote the construction of markets such as carbon emission rights, energy use rights and electricity trading, strengthen the convergence and coordination among market mechanisms, and bring carbon emission rights and energy use rights trading into the public resources trading platform.

In addition, the plan also proposes to vigorously promote new energy vehicles, gradually reduce the proportion of traditional fuel vehicles in the production, sales and ownership of new vehicles, and promote the electric replacement of urban public service vehicles. Promote electric, hydrogen fuel, liquefied natural gas powered heavy freight vehicles. By 2030, the proportion of new energy and clean energy-powered vehicles will reach about 40%, the carbon emission intensity of operating transport unit turnover will be about 9.5% lower than that of 2020, and the comprehensive energy consumption of national railway unit conversion turnover will be 10% lower than that of 2020. Oil consumption in land transportation is expected to peak by 2030.
