On August 5, local time, US President Joe Biden signed an executive order "strengthening US leadership in the field of clean cars", setting a major target of 50 per cent of emissions-free car sales in the United States by 2030. And issued a joint statement with major US automakers such as GM, Ford and Fiat parent company CEO, aimed at ensuring the leading position of the US auto industry in the world.

This is not the first time that the United States has announced a favorable policy for new energy vehicles this year. Since Biden took office, various policies favorable to new energy have emerged one after another, and the government has launched a number of new energy vehicle industry stimulus policies one after another. The aim is to bridge the industry gap with the first echelon countries of new energy vehicles, especially China and Europe. Specific measures include increasing consumer subsidies, extending manufacturers' subsidies, and increasing government and public domain procurement of new energy vehicles.

Recently, Biden proposed a 174 billion yuan investment in his "infrastructure plan" to stimulate the development of the electric car industry. We will introduce purchase subsidies on the consumer side, build 500000 new charging piles in infrastructure in 2030, while on the government side, promote 100% electrification of public electricity, such as transport vehicles, buses, school buses, and so on. American states have also put forward a variety of policies that are good for new energy vehicles.

Europe achieves net zero emissions by 2035

In the first half of this year, the sales of pure electric vehicles and plug-in hybrid vehicles in the seven major European countries totaled 824000. In terms of permeability, the penetration rates of Sweden and Norway, the frontier countries of new energy, are more than 40% and 75% respectively. It can be said that the EU's emission reduction requirements have been completed ahead of schedule, while the penetration rate of new energy vehicles in Germany, a big automobile country, has also been maintained at more than 20%. In addition, France and Britain are also close to 20%. Penetration rates in Italy and Spain are continuing to rise, approaching 10 per cent.

Compared with the 2030 Climate Target Plan put forward by the European Commission last year, this year's latest target is obviously much more radical. Last year's EU goal was to achieve zero vehicle emissions by 2050, but this time the whole time point will be advanced from 2050 to 2035, that is, automobile carbon emissions will drop from 2021 95g/km to 2035 0g/km in 2035. The node advanced 15 years so that the corresponding sales of new energy vehicles in 2030 and 2035 also increased to about 10 million and 16 million, which will achieve a 10-year eight-fold increase on the basis of 1.26 million in 2020.

China's new energy vehicles will account for 20% of total car sales in 2025.

Of course, as the fastest-growing new energy vehicle industry in the world, China also has a clear plan for the development goal of new energy vehicles. according to the "New Energy vehicle Industry Development Plan (2021-2035)" issued by the State Council in November last year, the sales volume of new energy vehicles in China will reach about 20% of the total sales of new vehicles by 2025.

In the first half of the year, 270000 new energy vehicles were sold in the United States, with a penetration rate of only 3%. Compared with the previous data in China and Europe, it is obvious that Europe and China are far behind the United States in terms of sales volume and permeability. and the permeability is not only lower than China and Europe, but even much lower than the global average penetration rate of 6%. Even if the United States has radical policy catalysis, China and Europe have not stopped because of their advantages, so it is still difficult for the United States to surpass our country and Europe in a short period of time.
