I personally think that since Nio is doing well fundamentally and profitability is starting to increase monthly and YOY buying back shares sends a strong message to the market that management believes the stock is deeply undervalued.
And by reducing the number of outstanding shares, mathematical metrics like Earnings Per Share (EPS) improve, which can make the stock more attractive to investors.
