Qilu Expressway Co., Ltd. is a Chinese company mainly engaged in the construction, maintenance, operation and management of Ji-Shan Expressway, as well as collecting tolls for vehicles using Jili Expressway.
Qilu Expressway Co., Ltd. is an expressway operator in Shandong Province, with a concession responsible for the construction, maintenance, operation and management of Ji-Shan Expressway. Ji-Shan Expressway connects Jinan City to Heze City, with a total length of about 153.6 kilometers, passing through four cities and nine districts and counties in Shandong Province. It is part of the "Lianwu" and "Longitudinal eight" expressway network layout of Shandong Province. It connects a number of industrial zones and famous tourist attractions in Shandong Province. It is also an important part of the G35 national highway, connecting the Bohai Economic Zone, the Yangtze River Delta and the Pearl River Delta.
The history of the company can be traced back to 2004, formerly known as Shandong Jili Expressway Co., Ltd., which was established on January 6, 2004 according to the relevant laws of China. At the time of its establishment, the company was held by two shareholders, Shandong Construction (then known as Shandong Luneng Infrastructure Investment Co., Ltd.) and Shandong Highway Bureau (then known as Shandong Provincial Highway Bureau), which held 60.00% and 40.00% respectively. In September 2010, after two capital increases, Shandong Highway Bureau and Shandong Construction (then known as Shandong Luneng Construction Group Co., Ltd.) held a 91.90% and 8.10% stake, respectively. In March 2011, Hong Kong Cosco acquired a 40.00% stake in Jili Expressway Company held by Shandong Highway Bureau. In December 2015, the shares held by Shandong Highway Bureau were transferred to Qilu Transportation Development Group Co., Ltd. On December 6, 2016, the company was transformed into Sino-Foreign Joint Venture Co., Ltd., and changed its name to "Qilu Expressway Co., Ltd.". The three sponsors, Qilu Transportation Development Group Co., Ltd., Hong Kong COSCO Shipping and Shenhua Guoneng Shandong Construction hold 51.90%, 40.00% and 8.10% of the company, respectively.
On July 19, 2018, Qilu Expressway Co., Ltd. was listed on the main board of the Hong Kong Stock Exchange under the stock code: 01576.HK, becoming the first overseas listed company in Shandong Expressway sector. The headquarters of the company has 10 departments: board of directors office, comprehensive office, party and mass work department, human resources department, enterprise management department, financial management department, security operation department, engineering maintenance department, information technology department and audit law department. Under the station, there are seven management offices in Changqing, Xiaoli, Pingyin, Pingyin South, Dongping, Liangshan and Jiaxiang, a university town project office and a conservation emergency department. The company has set up a wholly-owned subsidiary Shandong Shunguang Culture and Media Co., Ltd., which is responsible for advertising services along Ji-Shan Expressway.
Since its inception The company has won the following honors: provincial traffic key projects meritorious service competition collective first class (2007), "Eleventh five-year Plan" to create civilized industry advanced units (2011), "Eleventh five-year Plan" highway maintenance management outstanding collective (2012), Shandong highway system ten cultural brands (2014), "12th five-year" national trunk highway maintenance and management excellent unit (2015), national highway traffic system "model team" (2015).
