TeslaChief Executive Musk said in a live webcast of the meeting in Moscow that Russia has a lot of talent and energy and that there should be more dialogue between Russia and the United States.
Musk, who is also the chief executive of SpaceX, a U.S. government contractor, said he was invited by Kremlin spokesman Dmitry Peskov to speak at the event.
Russia is one of the countries where the carmaker is likely to set up factories, he said.
Musk says he is a big fan of Russia's achievements.
