According to the news, the public consultation on the “Administrative Measures on Financial Leasing Companies (Draft for Comments)” (hereinafter referred to as the “Draft for Comments”) ended on February 5. After further revisions and improvements are made based on feedback from various sectors, the State Financial Supervisory Administration will release it in due course.

According to the “Draft for Solicitation of Comments”, the entry criteria for major sponsors to establish financial leasing companies in the future have been drastically raised tenfold: the main sponsor is a commercial bank, with total assets not less than 800 billion yuan (originally stipulated 80 billion yuan); the main funders are large enterprises, and the operating income is not less than 50 billion yuan (originally stipulated 5 billion yuan).

By the end of the third quarter of 2023, there were 35 banks with total assets of 800 billion yuan or more. Of these, 22 have already controlled or participated in financial leasing companies. In other words, only 13 banks are qualified to initiate the establishment of financial leasing companies in the future. Guotai Junan said that the entry threshold for major sponsors of financial leasing companies has been greatly raised, making it more difficult to obtain licenses in the future.
