wtflag : The bonds are probably the primary reason for this trade war. Trump wants to force every country to buy 30 or even 100 year bonds at low interest rates to solve this debt problem.
And that is why no negotiations with any of the small countries that would normally have bended backwards for US have succeeded so far. Trump doesn’t want a 0/0 tariff free trade, he wants their money.

wtflag Warren Buffed OP : Yes, but mostly because of the incompetence. It is very clear Trump and his people only have a high level plan, if it can be called that, and no detail plan on how to get there. And they have no contingency plans should Trump’s bluster fail.
It’s like a bunch of CEO’s trying to design a product. They can come up with all the fancy stuff that the product can do, but none of them knows how to develop it.
