Is Aifen merging with the Bank of Malaysia?

Bank of Malaysia $AMBANK (1015.MY)$ With Aifen Bank $AFFIN (5185.MY)$ Recent rumors of a merger have surfaced, but Kenanga Investment Bank believes that regardless of the merger method chosen by both parties, a significant number of new shares would need to be issued, resulting in a substantial dilution effect, and therefore, does not have a particularly Bullish view on this potential merger.
Analysts at Kenanga Investment Bank noted that the potential merger between Bank Negara Malaysia and Affin Bank may occur in two scenarios, namely Affin Bank acquiring Bank Negara Malaysia, or vice versa, with both scenarios likely necessitating the issuance of a large number of new shares.
"The laws of the country do not allow one bank to hold two bank licenses, so if two domestic banks want to merge, it can only be implemented through a full acquisition of one party."
First, if Affin Bank fully acquires Bank Negara Malaysia, the analyst believes that this would require Affin Bank to issue over twice its current share capital, significantly diluting the equity of existing Shareholders, and thus, is unlikely to happen.
Assuming the valuation of the Bank is 1 times the price-to-book value ratio (P/B), based on the latest stock price of Affin Bank at 2.60 Ringgit, the latter would need to issue a massive 7.7 billion 2000 new shares to complete a full acquisition, and its total number of stocks would surge from the current 2.5 billion 34 million shares to 10.2 billion 5300 shares.
