Witholding Tax

Question: ZIM is listed in the NYSE. The US has a 30% withholding tax. But the Israeli Government also has withholding tax of 25%. So does that mean if ZIM payouts out dividends, 55% of it is lost because of tax for both US (30%) and Israel (25%)?
