Jacob_maylordprotect : I've been using 抖音 since 2016 and Tiktok is indeed a chinese company owned by Bytedance which has Chinese govt officials in the corporate itself,
Nothing to do if he is a Singaporean or not, in the end he has to follow the directions given by Bytedance if required.
As for child safety, no platform is perfect same goes for instagram or YouTube but I do believe that it can be improved further for the safety of the younger generations
