This is an unscrupulous stock

The price of the joint stock went all the way down from higher to lower than the gross ticket until there were 30 million shares left. They also sold out. There were no shares left. How could the total share capital be changed from 30 million to 290 million shares? (At the time of the joint stock, the ten shares in the hands of the shareholders were turned into one share! At the time of the stock split, the total share capital doubled tenfold, so why didn't a single share in shareholders' hands become ten shares? (Is this a fair way to play?) When did the total share capital increase by another 440 million shares these days? Why can exchanges allow this company to sell empty-handed shares for money?
