There Selling Warrants not Common Stock
$Tharimmune(THAR.US$ the article I read was the company was selling 10 million warrants. A warrant is an option to purchase common stock at a certain price by a date. Its not considered a stock until the warrants are redeemed.
Some warrants are never cashed in due to the stock not reaching the certain price point to redeem them. it's like free capital to continue what you're doing without the risk of diluting the shares.
