Dezmond Knuts : Per the methodology page on their website it states:
"The data for this map are gathered from
public announcements: directly from the
company, from governmental sources, from
news outlets, or from other reputable sources
Dollar investment amounts and employment
totals are only included if they are reported
in the public announcements; many facilities
therefore lack investment and employment
estimates."
This simply means that Mullen has released PR (public announcement) stating they intend to invest their own funds in their facilities- not that they have received any government funding or are even eligible for it.
