Bubs1617 : Bollinger and elms factories are the only ones that have the capability to produce vehicles. MULN factory does not have the capability and won’t for a while. To get the equipment needed it will cost billions so they need some cash flow to get that plant ready. However, the elms factory should have all that’s needed. All David had to do was get inventory to build
