The thing is every exchange owes hundreds of thousands if not millions upon millions of shares as they have all been stuck in a feedback loop with failure to delivers on top of retail continuously buying, on top of short, selling without borrows, etc. etc. All of these will be bought and will be bought by the exchanges and market makers that do not have the shares needed to ever get it off the regulation sho list
