There's a reason the government chose the current EV tax credit system to encourage EV adoption. Essentially it's the most effective cheap option available, because:
1.Congress wants to support EV's because of the benefits it has for the environment over ICE vehicles.
2.At the time the tax credit was passed there weren't really much (if any) options for this available however, so obviously consumers couldn't buy EV's that didn't exist.
3.Congress could have had the US government spend money on R&D and building EV's, this would probably be the most effective option, but it would also be very expensive.
4.So instead congress settled for the EV tax credit system we have today, where wealthy people are essentially encouraged to buy EV's to save money on their taxes. Obviously $7,500 isn't much when you're talking about a $100,000+ car (which used to be all the EV's in existence), but it still helps.
