He can:
-Continue to quietly accumulate shares as they are sold on the market.
-Use his public figure and status to persuade other shareholders to vote in line with his opinions.
-Sell all 9.2% if he doesn't like the direction, which would likely cause a significant price dip.
It's not absolute power but he definitely has influence.
