Share Offering Complete?

$Xinjiang Daqo New Energy(688303.SH)$ Does anyone know if the share price placment announced on January 24th has been completed? Imagine it is on-going but it would sure be nice to disclose the terms to us "non-qualified institional buyers." Saw an article on parent company $Daqo New Energy(DQ.US)$ and it made it sound like a "done-deal."
