Baba is not diluting shares

Baba registering the shares is not dilution. see this article. It seems that the registration is to faciltate transfer between HK and US exchange or between common shares in cayman and the US exchange.
Remember they have $70b in cash. why do they need to dilute and raise more cash ? think carefully and dont fall into trap of HF.
