Futures contracts tied to the Dow Jones Industrial Average were 46 points higher. S&P 500 futures were flat and Nasdaq 100 futures traded in mildly negative territory.

Fed Governor Randal Quarles expressed skepticism about most arguments made in favor of a central bank digital currency. In a speech Monday, he said a digital dollar "could pose significant and concrete risks."
