If there’s a civil war or a national power outage, then money will be worthless. I mean it’s almost there now with the Fed creating a huge bubble of national debt over 80 Trillion dollars.

This is a good question. Personally in such case I will keep my money away from risks as much as possible in a disaster, invest in a relatively stable value carrier say gold etf, instead of pump and dump stocks.
