According to the latest BoA survey, investors have 6.3% of their portfolios in cash, the highest since April 2001. Based on historical data, such indicators normally peaked during past bear markets, followed by market rebounds.
However, nearly a record number of participants expect a weaker economy in the next 12 months.

"Panic selling is ridiculous"

Just because a business's stock price goes up and down more than the market, or another company, doesn't mean it's riskier.
Buffett says people who believe this may increase risk by doing stupid things.
What stupid things? Holding assets that don't increase purchasing power.
These would include:
• Cash
• Bonds
• Treasuries
Make sure your assets will meaningfully increase purchasing power over long periods.

Hold about 3-6 months of emergency fund (EF) and the amount depends on how much is your monthly expenses.
Are all my EF in saving account?
No, some are deposited in stable cash fund, government bonds and high interest account which should be able to withdraw/redeem anytime without affecting the principal.
