Weighted shelter takes up 32.77% of CPI. According to WSJ, the government looks partly at what renters are paying but more importantly what homeowners would pay if they were renting their own dwellings. So it all comes down to rent.

Due to subjective factors, the way CPI shelter presents is lagging compared to "Zillow Observed Rent Index (ZORI)", which is a smoothed measure of the typical observed market rate rent across a given region. Hence, the fact that ZORI peaked in Feb 22 may indicate that the rising CPI shelter is near its end.
